GENCI is now operational in the Balearic Islands for commercial and industrial lubricant packaging

As a joint initiative with ASELUBE, Spain’s leading association of lubricant manufacturers, SIGAUS has set up the company GENCI, which is already operating in the Balearic Islands. GENCI coordinates the implementation of individual Extended Producer Responsibility (EPR) systems in the Balearic Islands for its member companies, in response to the Balearic Government's requirement to guarantee the correct management of commercial and industrial lubricant packaging waste. GENCI is thus anticipating the impending legal obligation for such packaging waste to be managed through ERP systems throughout Spain, once the new royal decree on packaging and packaging waste is approved, expected in the second half of the year.

In doing so, SIGAUS and ASELUBE have extended their commitment to guarantee the proper management of used industrial oils, extending this guarantee to commercial and industrial packaging waste generated as a result of the marketing in the Balearic Islands of industrial oils and related products from the automotive aftermarket sector, while at the same time providing a joint response to the requirement that the Government of the Balearic Islands made to different companies to establish ERP systems for commercial and industrial packaging marketed locally.

Responding to this provision in the Balearic Islands, SIGAUS set up the company Gestión de Envases Comerciales e Industriales, S.L. (GENCI), in a joint initiative with ASELUBE, and submitted the corresponding notification to the Balearic Government.

Operating since this past 1 January, GENCI has already taken important steps towards implementing a management system for this packaging. So far, over 80% of the lubricant market has entered into a service contract with GENCI, opening up this participation, under identical conditions, to all companies in the lubricant and automotive aftermarket sector looking to manage these obligations through GENCI.

Over 80% of the lubricant market has entered into a service contract with GENCI, which has been operational since this past 1 January.

Companies joining GENCI and packaging waste managers operating in the Balearic Islands are already declaring, via a computer system specifically set up for this purpose, the quantities of packaging placed on the Balearic Islands market and the packaging waste managed, respectively.

GENCI is already analysing the information provided by manufacturers and managers, also carrying out the necessary technical characterisations of the packaging waste collected, with the aim of adequately dimensioning the responsibility of the companies that have joined the initiative, and also to precisely delimit the commitments arising from the standard and the contracts signed by GENCI with the packaging waste managers.

Starting in the fourth quarter, GENCI will finance commercial and industrial packaging waste management across the Balearic Islands, after having set the contributions payable by the member companies, according to the commercial and industrial packaging placed on the Balearic Island market and the characteristics of the traceability of the different packaging flows.

Eduardo de Lecea, Managing Director at SIGAUS, pointed out that “we can draw from our 15-year experience in comprehensive industrial waste oil management to meet the new legal demands placed on the sector regarding commercial and industrial packaging. While the wastes differ, their generation channels, such as workshops and industry, are nevertheless the same. And our relationship with the rest of the actors involved, such as local governments, manufacturers and waste managers, allows us to provide significant added value, guaranteeing the efficient application of financing mechanisms and management procedures backed by the efficient handling of available information and traceability”.

The ASELUBE Managing Director Luis Delgado, in turn, pointed out that “the lubricant sector, and ASELUBE in particular, has always been characterised by its environmental sensitivity. Faced with the new challenge posed by the regulations in the Balearic Islands, which is merely a preview of the coming requirements throughout Spain, we believe that SIGAUS is the ideal agent to channel compliance with these new responsibilities due to its knowledge of the sector, capacity to handle information and ability to communicate with all the agents in the value chain”.
